For roofing, the controlling requirements are the wind provisions of the Florida Building Code rather than flood mapping — uplift ratings, fastening patterns and secondary water barriers, all administered through Clearwater Planning and Development. Flood zone matters mainly through the substantial-improvement threshold when a roof is part of larger repairs. These are code questions with real specification consequences, not formalities.
